Russia Criticizes US Over Visa Denial for Deputy Foreign Minister’s UN Visit
Speaking during a Security Council debate on strengthening the UN-centered international system and upholding the principles of the UN Charter, Russia’s ambassador to the UN, Vassily Nebenzia, said the Russian delegation had planned to be represented by Deputy Foreign Minister Alexander Alimov.
According to Nebenzia, Russian officials made repeated efforts to secure a visa for Alimov, but the request was ultimately not approved by US authorities.
"However, despite all of our attempts to persuade the US side to issue a visa to him, that visa was ultimately not granted," he said.
Nebenzia argued that the decision represented a breach of obligations under the UN Headquarters Agreement, which governs access to the United Nations headquarters for representatives of member states.
"We view this not just as a breach by Washington of its obligations under the United Nations Headquarters Agreement, according to which access to the headquarters of the United Nations needs to be provided for all officials of member states, barring none," he said, describing the move as "an egregious instance of disrespect for the Chinese presidency of the Security Council and of the topic that is under discussion today."
The Russian envoy also criticized what he described as efforts by Western countries to promote an alternative international framework rather than adhering to the UN Charter.
Responding to questions on the matter, UN spokesperson Farhan Haq said the organization expects host countries to facilitate access for officials attending UN activities.
According to Haq, the UN expects "the host country to issue visas to all of those who need to participate in the activities of the United Nations at our headquarters here."
He further emphasized that the host nation is required to "abide by its obligations under the Host Country Agreement."
The United States had not publicly responded to the Russian allegations in the cited reports.
